Hatfields and McCoys big draw for History

(AP) ? There's nothing like a backwoods blood feud to excite television viewers on Memorial Day.

The first part of the History network's miniseries "Hatfields & McCoys" was seen by 13.9 million viewers on Monday night, more than 17 million when the immediate repeat was added in, the Nielsen company said. The numbers held up for part two on Tuesday, which was watched by 13.1 million, Nielsen said.

Those are huge numbers in the cable television world. No scripted series on the broadcast networks last week came close. By contrast, Fox's series finale of "House" last week reached 8.7 million people.

"Hatfields & McCoys" had a couple of big-name stars in Kevin Costner and Bill Paxton and is airing over three nights in two-hour chunks. Broadcast television was dominated by competition shows again last week, led by the 21.5 million people who watched the "American Idol" finale on Fox. "Dancing With the Stars" and "America's Got Talent" also did well.

Perhaps crowded by the marketplace, ABC's "Duets" finished a modest No. 23 in the ratings, with 6.8 million viewers. Fox's summer series "So You Think You Can Dance" also came out of the gate slowly, with 6.3 million viewers.

Led by "Idol," Fox won the week with an average of 8.3 million viewers in prime time (4.9 rating, 9 share). ABC had 7.4 million (also 4.9, 9), CBS had 5.8 million (3.9, 7), NBC had 4.6 million (3.0, 5), ION Television had 1.1 million (0.7, 1) and the CW had 680,000 (0.5, 1). Among the Spanish-language networks, Univision led with 3.7 million (2.0, 3), Telemundo had 1.1 million (0.6, 1), TeleFutura had 510,000 (0.3, 0), Estrella had 210,000 and Azteca 110,000 (both 0.1, 0).

NBC's "Nightly News" topped the evening newscasts with an average of 7.8 million viewers (5.3, 11). ABC's "World News" was second with 7.2 million (4.9, 10) and the "CBS Evening News" had 5.4 million viewers (3.8, 8).

A ratings point represents 1,147,000 households, or 1 percent of the nation's estimated 114.7 million TV homes. The share is the percentage of in-use televisions tuned to a given show.

Facebook Goes Public

Facebook's IPO and the drama that followed has been this week's biggest news. The world's largest social networking service, which is quickly approaching its billionth registered member milestone, saw its shares debut at $38 before going through what can only be described as a fairly rocky journey over the next four days.

Facebook's shares currently trade at $31.80, a whopping 16.67 per cent off the top value, and according to Google Finance is on a downward trend. The company is currently valued at $68.11 billion, significantly less than the $104 billion figure quoted just before it went public.

After all the pre-IPO excitement, what happened afterwards has raised a few questions about Facebook as a business overall.

First, there are signs that advertising on Facebook is not performing as well as initially thought. US car giant GM pulled out of a $10 million deal with Facebook because, as the global CMO told the Wall Street Journal, paid ads on Facebook simply don't work (although the company still spends close to $90,000 a day - around ?50,000 - on content produced for the site). Other companies seem to agree too. GM's rivals like Hyundai, Kia, Nissan all but echoed GM's concerns about the return on investment associated with Facebook advertising. Ryan Holiday, an online media buyer for American Apparel, all but pulled out of the Facebook advertising programme, cutting his spending on the site from nearly $1 million per year to "a few thousand dollars a month".

Then, there are the rather humbling steps that Facebook had to take as it settled claims in a lawsuit over sponsored stories, where the social network used the names, photos and identities of users to advertise products without their express permission. Given that there are nearly 157 million registered Facebook users in the US (about half the total population), a class action lawsuit could have proved to be devastating for Facebook's attempts to challenge Google in the advertising market.

And last but not least, Morgan Stanley, the lead underwriting financial institution in Facebook's IPO has been hit by a subpoena "in connection with the analyst's discussion with certain institutional investors about the revenue prospects for Facebook". It looks like Morgan Stanley abruptly cut its revenue forecasts for Facebook just days before the company went public. This follows calls by the Securities and Exchange Commission and the Financial Industry Regulatory Authority for a review of the IPO.

Xbox 720 arriving in November 2013?

For the second time in three months, a rumour has surfaced that puts the release of the Xbox 720 otherwise nicknamed Durango, at the end of 2013, most possibly November. The latest rumour revolves around a contract that was leaked online by the LA Times that showed a developing contract between Activision, Blizzard and Bungie for a new MMO (massively multiplayer online) product called Destiny and refers to the Xbox 720 by name.

The interesting bit is that Destiny is set to launch in November 2013, which suggests that Microsoft's next generation console could be out at the same time. The Xbox 360 was launched in November 2005 and the original Xbox hit the streets in November 2001. So it is likely that 2013 will be the year of the Xbox with potential key dates being the Game Developers Conference (in March), E3 (in June) and the few weeks following Black Friday, which marks the beginning of the lucrative Christmas shopping season in the US.

There has been a slew of wild rumours from unnamed sources claiming that the Xbox 720 will sport a 16-core CPU, two GPUs, a new version of Microsoft Kinect, will be six times faster than the Xbox 360 and will ship without any optical drive and with a Nintendo Wii-U-like tablet style controller.

My take on it is that the Xbox 720 will be the last dedicated gaming console that Microsoft will bring to market. The years ahead are likely to confirm the hegemony of mobile hardware technology and the rise of cloud-based gaming which requires no physical media, while being permanently locked in a stop/start mode, means that a 16-core smartphone in 2015 could be just as powerful as an Xbox 720 and replace it as a gamer's only gaming platform (it still won't have a decent controller though - ed.).

Islamists urge Egyptians to rally behind them

The final votes were being counted on Saturday in Egypt's presidential election, as the Muslim Brotherhood urged support for their candidate in an almost certain run-off with fallen dictator Hosni Mubarak's last premier, saying the country would be in danger if he wins.

On Friday, the Brotherhood declared its man, Mohammed Mursi, to be the front-runner in this week's election, with Mubarak holdover and former air force chief Ahmed Shafiq in second place.

Several newspaper websites also put Mursi and Shafiq out in front after the voting on Wednesday and Thursday.

"We call on all sincere political and national forces to unite to protect the revolution and to achieve the pledges we took before our great nation," the Brotherhood said.

"Today we face desperate attempts to reproduce the old regime," it added.

A Shafiq-Mursi run-off will further polarise a nation that rose up against the authoritarian Mubarak 15 months ago but has since suffered endemic violence and a declining economy.

The contest would present a difficult choice for activists who lead the revolt against Mubarak and who, for the most part, supported others among 12 people running.

For them, choosing Shafiq would be to admit the revolution had failed, but a vote for Mursi would threaten the very freedoms they fought for.

Prominent activist and blogger Omar Kamel wrote: "Do we deliver Egypt to a representative of the old regime, as though nothing had happened, no revolution had taken place, or do we satisfy the (Brotherhood)'s greed for power, and give them all but complete control of the country and risk the fate of the revolution to satisfy their ambitions?"

Independent daily Al-Masry Al-Youm said: "The moment of truth. Post-revolution Egypt chooses between the Brotherhood and the General," a reference to Shafiq's days in the air force.

The electoral commission is expected to declare the official results on Tuesday, but tallies provided by the official MENA news agency and Al-Ahram newspaper showed Mursi in first place and Shafiq in second.

"We have complete numbers now. Complete, after adding expatriate votes," said Essam al-Erian, the deputy head of the Brotherhood's political arm.

Erian told a press conference it was "completely clear" that Mursi and Shafiq had topped the presidential vote and would compete in the June 16-17 run-off.

He said Mursi had won 25.3 percent of the vote and Shafiq 24 percent, with pan-Arab socialist Hamdeen Sabahi at 22 percent.

Both Mursi and Shafiq had been written off as long shots just weeks before the historic election in which the country freely voted for the first time to elect a president after Mubarak's ouster in a democratic uprising.

Shafiq's success appears to have shaken the influential Islamist movement, which won parliamentary and senate elections held last winter.

"The slogan now is: 'the nation is in danger,'" Erian said, adding that Mursi was personally was calling losing candidates for a meeting on Saturday to ensure Shafiq does not win.

"The revolution is in danger, we need to have a democratic country; Shafiq is against democracy," he told AFP after the press conference.

Another Brotherhood official told AFP that Mursi would personally call the movement's bitter rival, Abdel Moneim Abul Fotouh, a former Brotherhood leader who ran independently of the movement.

A spokesman from Shafiq's campaign, Karim Salem, denied that his candidate would represent a retreat from the goals of the uprising.

"No, (the Mubarak) era is finished; politics have changed. Egypt is entering democracy," Salem said.

In Cairo, voters were thrilled by the free, contested election, whose results were not predetermined, but conceded that many challenges lay ahead.

"It's our first year of democracy, like a baby that is still learning to crawl," said Mustafa Abdo, a bank employee.

The election, which saw 50 million eligible voters given the chance to choose, was hailed by US Secretary of State Hillary Clinton, who congratulated Egypt on its "historic" presidential election and said Washington was ready to work with a new government in Cairo.

Electoral commission officials said turnout was around 50 percent over the two days of voting.

Contenders included former foreign minister and Arab League chief Amr Mussa, who touted his experience but was hammered for his ties to the old regime.

The election follows a tumultuous military-led transition from autocratic rule marked by political upheaval and bloodshed, but which also witnessed free parliamentary elections.

The Supreme Council of the Armed Forces, in power since Mubarak's ouster, has vowed to restore civilian rule by the end of June, after a president is elected, but many fear its withdrawal from politics will be just an illusion.

Finding a Phishing Hole
I didn't realize just how hard it would be to set up the pool of users to participate in the test. Businesses planning on running PhishGuru will need to work very closely with IT before attempting the project. It is not something that can be done on the fly, especially if there are spam filters and other Email security products already in place.

My original plan was to pull together a list of my PCMag Labs colleagues to test the service (and their phish smarts!). Wombat said I would need to whitelist the domain that would be sending the simulated messages within Postini, which we use for our mail security. It turns out our in-house setup uses a lot of custom rules along with Postini's filters, so setting up this test would have required our IT team to manually tweak settings on each account being tested.

Our IT head honcho had some post-test concerns, as well. What if the people in the test forgot the simulation was finished and clicked on a "real" malicious message, thinking it was one of the PhishGuru tests? IT would have to deal with the cleanup.

Wombat assured me that it was possible to test across multiple domains, so we toyed with the idea of using personal email addresses, like the ones on Gmail, Hotmail, and Yahoo! Mail. However, I was concerned the test messages may get trapped by the spam filters on various Webmail services.

In the end, I wound up setting up a basic mail server by installing Postfix on an Amazon EC2 instance and created ten user accounts.

Baiting the Hook
The simulations are called "campaigns" in the PhishGuru world and are created using an online management portal. A new customer signs up for PhishGuru online or by contacting Wombat directly. The company currently offers a free simulation campaign, which is one email template sent to a group of users for one day. For the purpose of this review, I worked with Wombat to set up multiple campaigns over the space of one week.

After I received my account information, I logged into the management portal at phishguru.com and had the option to "Create New Campaign." At this point, I could create my test pool by uploading a comma-delimited file containing names, email addresses, and the name of the department for each test account. PhishGuru automatically created groups based on the email address, allowing me to keep track of results by group. An administrator could tell, for example, if the HR group was doing better or worse than Marketing in detecting phishing mail.

I went through the five-step process, deciding the users who should receive the phishing emails, selecting the type of email I would like to use, picking an email template and customizing it, choosing and customizing the training material to display, and scheduling when the messages will be sent. Once the campaign is created, a "test" message is sent to the administrator's account to verify it looks correct. I clicked on a confirmation link in the test mail to verify the test message.

By the time this graceful film is over you understand why Japan has declared the bald, bespectacled Jiro a national treasure. Even if you've never tasted sushi, the man's singleness of purpose will inspire you.

Gelb apparently understood that his subject was itself so taking that he wouldn't need filmic embellishments to keep his viewers alert.

Obsessive, we were saying? Oh my, yes, and that's what makes the film so compelling.

The most interesting moments, however, belong not to the chef but to those who labor in his shadow.

As exhausting as Jiro may be, he's also inspiring.

Would you be willing to massage an octopus for 45 minutes, until its flesh possesses just the right amount of chewability? Jiro is.

The movie functions well as high-end food porn, but it's also an insightful character study of the single-minded Jiro.

It's an interesting exploration of a particular aspect of Japanese culture, which is fathers and sons working together. It's a very likeable film, and sometimes, that's enough. If you're a Japanophile or a sushi nut, you'll likely be in heaven.

Even after you've eaten your fill, Gelb's film is memorable not just as a foodie paradise, but as a lovely, insightful portrait of a man in a lifelong search for perfection.

Watching Jiro work with the decades of experience on his side is like watching a master painter adding strokes to a masterpiece.

I can imagine that if you are a sushi lover, then you'll be drooling over the delicious looking scenery, and it maybe even convince you to make a trip to Japan just to try some of the food.

The film similarly guides us smoothly from opening credits to closing without complaint or concern, and before you know it, you've dreamily submitted to 80 minutes of raw fish preparation.

If you ever wondered what is the Art of Sushi, David Gelb's intriguing portrait opens up a whole new world, in which we learn about simplicity, balance and what defines 'deliciousness'

The centerpiece is a gorgeously photographed sequence showing a dinner at Jiro's restaurant, a "concerto" of the many courses (all sushi, no appetizers) that will make any foodie's mouth water.

Thoughtful, gentle and wonderfully restrained, David Gelb's brief documentary Jiro Dreams of Sushi is a portrait of an artist in full flower, a master who has achieved a species of perfection.

Since few (if any) of us will ever be able to actually taste sushi chef Jiro Ono's cuisine -- minimum cost per person to dine there is roughly $300 -- we'll have to console ourselves with the visual bliss of this entertaining documentary.

As artful as it is appetizing.

The parade of dishes is like one note after another in a symphony meant to be appreciated by all the senses.

Yes, it will make you hungry, but it also supplies an understanding of skill and care that's largely lost in today's mechanical world. It's a simple story, yet one with fascinating levels of behavior and expertise to examine.

How a legal case could force 1.2 million in Quebec to marry ...

Somewhere in North America, there is a place where little girls don?t give the slightest thought to what kind of wedding dress they?ll wear one day. A place where young men have never heard the expression: ?why buy the cow when you can have the milk for free?? ? because the milk is always free. A place where no one asks an unmarried couple expecting a baby if they?re getting hitched.

This place is the province of Quebec. The French language spoken here is no guarantee for romance. Couples are practical, and lovers treasure their individuality. Quebec has become one of the least marrying places in the world, thanks to the institution known as ?de facto spouses.?

But now, thanks to a bizarre legal case entangling a Quebec billionaire and his de facto spouse, the freedom to un-marry is under threat. More than 1 million Quebecois in this kind of relationship may soon be automatically married by the state, against their will.

De facto spouses are defined by Quebec?s law as two people who have been living together for a year or more without being married and who check the ?couple? box on their income tax statement form. Quebec?s lawmakers have deliberately chosen not to give de facto couples the same rights and responsibilities that married couples have under the Law of Quebec, to preserve the freedom of choice. Upon the termination of a relationship, ?no matter how long cohabitation has lasted, de facto spouses have no legal support obligation to each other, even if one spouse is in need and the other has a high income.? Quebec is the only province in Canada where spousal support payments are not recognized by law for de facto spouses.

Other countries also recognize the status of common-law couples, including France and the Scandinavian nations. In the United States, common law marriage is a legal status in a minority of states.

The very religious province of Quebec traditionally perceived de facto spouses as a threat to the social order. But the ? Quiet Revolution? starting in the 1960s led to a radical rejection of the church, a decline in religious weddings, and a reform of the Family Law that introduced the notion of de facto unions in 1979. The status gained more recognition during the ?80s and ?90s, mostly thanks to lobbying by gay rights advocates.

The institution has become wildly popular in Quebec, for gays and straights. An astonishing 34.6 percent of all Quebec couples are de facto couples, and one half of couples under 40 are not married. A full 60 percent of Quebec children are born out of wedlock.

In 2002, ?Eric? and ?Lola? put an end to their decade-long de facto union. (These are pseudonyms used by the media, because Canadian law forbids the publication of the couple?s real names to protect the privacy of their children.) Lola, a Latin American woman, met Eric, a world-famous billionaire, when she was only 17 and he was 32. Although she wanted to get married throughout their relationship, Eric, who claims like many Quebecois that he ?doesn?t believe in marriage,? refused.

When the separation occurred, Lola didn?t take it lying down. She decided to challenge Quebec?s law and ask for everything a married woman would have been entitled to. Her lawyers claimed that the provincial law discriminates against unmarried couples.

The first provincial court to hear the case saw it otherwise. In 2009, The Supreme Court of Quebec rejected Lola?s claim for $56,000 (Canadian) per month for herself and $50 million as a lump sum. Eric was already giving her $411,000 per year as child-support payments for their three kids.

Lola appealed that court?s decision, and in 2010, the appeals court of the province sided with her. That decision suggested that every other person in a de facto couple had the same rights as her, or the same obligations as Eric. In other words, it invalidated the province?s law that one de facto spouse never has to support another when they split up. Groups that defend single mothers and children?s rights applauded the ruling.

The Quebec government, however, was astounded. The provincial Justice Minister, Jean-Marc Fournier, declared that the appeal court decision would harm the individual?s right to choose what kind of matrimonial state they want for themselves. The Quebec government has appealed the decision to the Supreme Court of Canada, which will rule on it by July.

The sums of money involved make Eric and Lola?s case somewhat absurd to the average Canadian. But it could shape the lives of the 1.2 million Quebecois in de facto couples, making them as good as married, even though neither of them exchanged rings or asked the other person?s permission to spend their lives together.

Ever practical, Quebec?s lovebirds are taking precautions. Linda, a 43-year-old woman in Longueuil, moved in with her boyfriend a couple of months ago. He told her that he is going to make her sign a legal document to protect himself in case the ?Eric and Lola trial? turns out in favor of Lola. Linda wasn?t shocked and she wasn?t insulted. Being a de facto spouse is normal, the modern way to go.

?His legal paper, he can bring it on! If he wouldn?t have suggested it, maybe I would have.? She is happy not to be married, and happy not to be obliged to provide for him.

Marketing on the Internet can be done singlehandedly and you can earn yourself a pretty decent living doing everything by yourself. However, as your online moneymaking machine starts to hum and more opportunities start to come in, you can find yourself in a real pinch to try and keep up with all your tasks. Sooner or later, you?ll realize that you need help to maximize your business potential and you?ll have to start looking for people to take some of the load off your back.

In theory, all you should be worrying about when hiring someone is coming up with the money to pay the fella. In Internet marketing, ?help? usually comes in the form of web development, web design, SEO, and content writing. What you?ll probably realize fast is that people who can do these things are not that easy to get a hold of especially at rates that won?t cost you an arm and a leg.

Enter outsourcing. The practice of hiring offshore contractors to do jobs that can be performed remotely has been around for decades but it?s only now that the average Joe is hearing about it. Outsourcing offers plenty of advantages to small and big businesses alike. The most notable, of course, is the significant reduction in costs. Outsourced work can cost as little as 10% of what it would take to get the job done by a local professional and if you have the right people, the quality of work can be even better than home grown output.

Unfortunately, getting it right is not always a foregone conclusion. As with local hiring, there are good people to work with and there are bad ones. Not working in the same building can present organizational and logistical challenges that a lot of us have never faced in our careers. Fortunately, I?ve had a lot of experience in handling businesses that run on outsourced labor with some of my ventures throughout the years. Personally, I believe outsourcing CAN work if you do it right.

If you ever decide to get offshore help, here?s a quick guide of best practices that will ensure your success:

1. Have a clear idea of what you want to accomplish ? Just because it?s cheaper to outsource and it seems like everyone?s on this bandwagon doesn?t mean that you should hop on for the ride, too. Make sure that you have a definite set of goals that you want to be accomplished and that outsourcing really is the best solution to the challenges that your goals entail. Just like anything in business, understand the risks, investments and payoffs that getting offshore help brings to the table.

2. Understand what kind of personnel you need -? While I understand that outsourcing makes it possible to hire a high-caliber software engineer for the price of a local secretary, that doesn?t mean that you should go trigger happy and hire people at a whim. Identify what parts of your business you need help with. You can probably do the things you do well yourself and you can hire someone else to take care of things you?re not an expert on. Know the difference between a developer and a designer; distinguish the difference between an SEO specialist and an SEM expert. These are the things that you have to do your homework on so you can write the most accurate job descriptions possible.

3. Find out what makes a contractor good at what he does ? Not all professionals are made equal, but I?m sure you already know that. When outsourcing work from countries that are half the world away from your office, you won?t be able to meet the people you hire in person and you won?t have the luxury of getting that face-to-face dialog where you can really fire off all your questions. What you?ll have is a person?s resume and a list of companies he?s worked with before. Be sure to ask for a portfolio of the person?s work so you can see what he or she has achieved before. Also, ask for character references and the contact information of past employers so you can do some background checking. Finally, get a feel for what credentials really mean in a person?s field of expertise. Certifications, licenses and recognitions from credible companies and organizations are the things you should look out for.

4. Spend some quality time with your offshore employees ? Even if you don?t see each other in an office every day, it?s important to e-meet your people and spend some quality tine with them. Being businesslike is a good thing, but being businesslike while establishing and maintaining solid relationships with your team members is even better. It makes for a more open and dynamic work environment even if you and your people are separated by oceans. Having good relationships makes the flow of ideas from end to end much smoother and as a result, a more harmonious and creative virtual work environment can be achieved.

5. Help your offshore staff understand your business ? This one?s critical. Don?t make the mistake of thinking of your offshore team as some faceless sweatshop that just produces deliverables like a factory at your every whim. If you just give your outsourced team a barrage of tasks that they know how to do but don?t necessarily understand the value of, you?ll likely see quality issues start to show up at one point or another. There?s nothing wrong with showing your staff the big picture: it helps them understand the value of what they?re doing and it?ll be easier for you to motivate them and in turn, they?re more likely to give you inspired, high-quality output.

6. Set clear expectations -? In any business deal, it?s important that both sides agree on a set of expectations from each other. As an employer, you should set expectations on the kind of output you get, the quantity of work done, the time of delivery and what you can and can?t ask for when you?re not satisfied with the job your team did. Your team should review your expectations and agree on which ones they feel are realistic and reasonable. If both parties meet eye to eye on a set of expected deliverables and a compensation package, you can start drawing up a contract to make things official.

7. Give clear and easy-to-understand instructions ? This is another area where a lot of business people who outsource work overseas fail. Giving clear instructions that will guide production is crucial for success. Understand that most offshore employees don?t use English as their first language, so be sure to be very straightforward and simple with your correspondences. If you have the time for it, put together a document detailing how the work should be done. Set examples and provide constant feedback. It?s usually a good idea to have your offshore team do a small chunk of the work you want them to do to see what they come up with. If all is well, have them carry on. If not, provide constructive advice and calibrate. It can be a lengthy back-and-forth, but once your people nail what they need to do, you can leave them on autopilot and get great results moving forward.

8. Reward good work and enforce infraction sanctions ? Accountability has always been a great thing to have in a workplace. Even if you don?t work in the same geographical location as your team, you can achieve a level of accountability by giving them incentives for jobs well done. If they exceed expectations and their hard work translates into great business, I don?t see why you can?t send them some petty cash for some pizza. Better yet, give them a portion of the profit to send a message that there?s plenty more where that came from if they continue with what they?re doing. Conversely, draw a line between what is acceptable work and what you consider to be underperformance. Have a set of sanctions on your list of initial agreements that correspond with the gravity of whatever infractions can be committed by an employee. Make sure to enforce

your sanctions to help employees who misbehave understand that you mean business and there will be consequences for consistently messing up.

9. Hold regular performance Evaluations ? Whether you like doing it on a monthly, bi-monthly or on a quarterly basis, performance evaluations should always happen and should never be overlooked. This is your chance to let your people know how you feel they?re doing and it?s their shot to explain what working for you has been like for them so you can overcome challenges in a constructive and cooperative way. This is where you get to clear the air and really get to the meat of maximizing an employee?s potentials by means of telling him how he looks from your point of view and having him articulate where he?s coming from.

Iran, big powers extend talks despite split over sanctions

BAGHDAD (Reuters) - Iran accused world powers on Thursday of creating "a difficult atmosphere" in talks on its atomic energy program, signaling a setback in efforts to reach an agreement that would allay their fears that Iran is secretly trying to develop nuclear bombs.

The nub of the dispute appeared to be Iran's demand for fast relief from economic sanctions as part of any deal for it to stop higher-grade uranium enrichment, a pathway to nuclear arms, whereas Western powers insisted Tehran must first shut down enrichment activities.

But there was no sign of breakdown in the talks, which European Union foreign policy chief Catherine Ashton, acting for the six world powers, and Iranian chief negotiator Saeed Jalili extended well into an unscheduled second day and on into the evening.

Both sides had powerful reasons not to abandon diplomacy. The powers want to head off the danger of a new Middle East war raised by Israeli threats to bomb Iran, while Tehran is scrambling to avert a looming Western ban on its oil exports.

Iranian media close to Tehran's delegation said it was insisting on a "principle of reciprocity" of concessions they said was promised by the powers in preparatory talks in Istanbul last month but missing from their approach in Baghdad.

"What we heard in Istanbul was more interesting," an Iranian delegate who asked not to be named said on Thursday.

"We believe the reason (the powers) are not able to reach a result is America. (They) came to Baghdad without a clear mandate so we think the atmosphere is difficult."

But the official Iranian news agency IRNA said later that "in comparison with the morning, the atmosphere is improving", hinting there would be scope for further, nitty-gritty negotiations even if the Baghdad talks ended inconclusively.

Western diplomats expressed hope on Wednesday that Iran, after years of rejecting any discussions on the nature and extent of its nuclear work, was finally engaging the powers on detailed ways of proving it was peaceful purposes only.

PROPOSALS, COUNTER-PROPOSALS

Atop the wish list in the powers' proposal to Iran is for it to stop enriching uranium to a fissile purity of 20 percent.

That is the nuclear advance most worrying to the West since it clears technical obstacles to reaching 90 percent, or bomb-grade, enrichment. Iran says it will not exceed 20 percent and the material will be made into fuel for a research reactor.

Iranian officials hinted at flexibility on higher-grade enrichment but Iranian media said it would not give away its most potent bargaining chip without significant concessions on sanctions.

The powers also want Iran to send its stockpile of higher-refined uranium abroad and close an underground plant devoted to 20 percent enrichment and largely invulnerable to air strikes.

In return, the United States, Russia, China, France, Britain and Germany have offered fuel to keep Iran's medical isotope reactor running, assistance in nuclear safety and an end to an embargo on spare parts for Iran's ageing civilian aircraft.

Jalili countered with his own five-point package of initiatives on nuclear and non-nuclear cooperation, and called for explicit recognition by the powers of Iran's right to enrich uranium, according to Iranian media.

But Western diplomats said Jalili's package lacked practical details and included elements irrelevant to resolving doubts about the Islamic Republic's nuclear ambitions.

"They are pushing back on enrichment and asking us to engage their plan," another Western diplomat said. "It is pretty tough going, but I don't think anyone ever expected anything else. We are moving forward, we are talking about the substance, we are looking for areas of common ground."

Tehran wants any nuclear deal to spare it from an EU embargo on its oil exports to be phased in fully by July 1. It also wants an end to trade and diplomatic sanctions imposed since 2006.

"The West can forgo further sanctions only if Iran forgoes further progress towards a nuclear weapons capability," said Mark Fitzpatrick, non-proliferation scholar at the International Institute for Strategic Studies and a former senior U.S. official.

This would entail installing no more centrifuges, no more work on advanced models of the enrichment machines, and more intrusive monitoring by U.N. inspectors, he said, outlining the small print Western powers are likely to insist on.

On the contrary, Iran has been putting more nuclear "facts on the ground" to boost its leverage, diplomats familiar with findings of International Atomic Energy Agency inspectors said.

They said a report by the U.N. watchdog due in coming days is expected to show Iran has installed more centrifuges in the underground Fordow site, potentially boosting output capacity of nuclear work that the powers want it to cease.

WORRIES ABOUT WAR

Rising tension over the past year has sent global oil prices upward as the West has broadened sanctions to bar Iran's crude exports and the specter of Middle East war has increased with the threat of possible Israeli strikes on Iran's nuclear installations.

Israel is believed to be the only Middle East country with nuclear weapons but regards Iran's nuclear aspirations as a mortal threat given its calls for the demise of the Jewish state.

Iran, the world's No. 5 oil exporter, says it is enriching uranium only in order to generate electricity to serve the needs of a burgeoning population, and for a medical research reactor.

The Islamic Republic has repeatedly ruled out suspending all enrichment as called for by several U.N. Security Council resolutions, saying nuclear energy is a matter of national sovereignty and pride in technological progress.
